The politics of dental care: Are you and your team prepared for CDCP patients?

We’ll be casting our votes in the federal election later this month. While much of the public has been focused on Trump imposing 10 per cent universal tariffs, another major issue has emerged that deserves our attention: the final expansion of the federal Canadian Dental Care Plan (CDCP).

Just before the election was called, the Liberals announced that the next phase of the CDCP will begin in May. This means a Liberal win is needed to ensure the program continues rolling out. If re-elected, the Liberals plan to extend coverage to all households with an income of less than $90,000.

While Conservative Leader Pierre Poilievre has said, “We will make sure that nobody loses their dental care,” when asked about the CDCP and pharmacare, a Conservative win still brings some uncertainty. What exactly does that mean? Is he referring to a specific date? Would a Conservative government cancel the planned extension but keep the program otherwise intact? His comments remain somewhat ambiguous and open to interpretation.

As of writing, the election is just over three weeks away—a lifetime in political time. It seems like only yesterday we were looking at a projected Conservative landslide. Just because the Liberals are ahead in the polls now doesn’t mean they’ll stay there come election day.

But for the time being, let’s assume a Liberal win (with apologies to those hoping for a different outcome!). That means the CDCP extension would move forward.

Are you and your team ready?

The extension would open dental care access to a large segment of the population—many of whom may not have seen a dentist in years. That means an influx of patients could be heading your way, some of whom will require significant treatment. Are you prepared to handle this surge of patients who may need substantial dental work? With ongoing staffing shortages in many clinics, this could prove to be quite challenging. Have you developed a plan to accommodate this potential increase in demand? Do you have space in your schedule to meet it—or will more prepared practices win out? Just as importantly, is your team equipped to clearly explain how the dental program works?

Communicate CDCP expectations with patients

Many patients still believe the CDCP will provide them with entirely free dental care. They don’t realize the program has limits on which treatments are covered—and that coverage levels depend on household income.

They also may not know that you’re permitted to charge more than what the federal plan reimburses. Even patients eligible for full coverage at CDCP-designated rates may be surprised to learn they could owe more than expected. Imagine trying to collect that extra amount after completing the work—if you haven’t had that conversation upfront.

Your team needs a clear plan and script to explain this “top-up” policy before any treatment begins.

Maybe you don’t mind dealing with frustrated patients, but most clinics would prefer to avoid those situations. Planning now will help prevent problems later.

The expansion of the federal plan could be a welcome boost for many dental practices, especially as the economy faces potential fallout from international tariff tensions. But to benefit from it—and to protect your team’s time and sanity—you’ll need a plan.
